Terms of Service
Last updated October 15, 2026 (version 2026-10-15)
These terms are an agreement between you and Dante P. Castillo Jr., doing business as eBarangayMo (“we”, “us”), for the use of ebarangaymo.com (the “Service”). You agree to them when you tick the box to apply for your barangay or to create an account. Part A applies to barangays, Part B to residents, and Part C to everyone. How we handle personal information is in the Privacy Notice.
Part A. For barangays (subscribers)
A1. Who may subscribe
The subscriber is the barangay, not the person who applies. The person applying confirms that they are an official authorized by the barangay to apply and to accept these terms for it. We may ask for proof before approving.
A2. Plans and the free trial
- Plans, features and staff limits are shown on ebarangaymo.com/for-barangays. The yearly price of a paid plan is given to you in writing (with the review of your application, or in a quote) before anything is billed, and is shown on each billing statement.
- The Free Trial gives 3 months of the Standard plan, once per barangay. After it, the barangay chooses a paid plan to keep online services running.
- We may change prices for future subscription periods with at least 30 days' notice. A period already paid for keeps its price.
A3. Billing and payment
- Subscriptions are billed per year (or the period on the invoice), in advance.
- We send an invoice; it is paid by bank transfer, check or another method stated on it, within 30 days.
- Fees that residents pay for barangay documents go to the barangay, not to us.
A4. No refunds
Subscription fees are non-refundable, including for months not used if the barangay stops early. The Free Trial is the way to try the Service first. This does not limit any right to a refund that the law gives.
A5. Renewal, grace period and read-only mode
- Administrators are reminded from 30 days before the end date.
- After the end date there is a 14-day grace period with full service.
- After that the Service becomes read-only: records can be viewed and exported, but changes and new online requests stop until renewal.
- If not renewed, the barangay has 90 more days to export its records. After that, residents' and staff's personal data and uploaded files are deleted, as described in the Privacy Notice and the Data Processing Agreement. Administrators are warned 30, 14, 7 and 1 days before.
A6. The barangay's responsibilities
- Use the Service lawfully and only for barangay services.
- Keep service information, requirements and fees accurate and lawful.
- Check residents' identity before verifying them.
- Give accounts only to real staff, keep two-factor sign-in on, and remove people who leave.
- Sign the Data Processing Agreement and meet its duties as the personal information controller.
A7. Our responsibilities
- Run the Service with reasonable care and skill, and protect data as described in the Privacy Notice.
- Provide support by email at support@ebarangaymo.com.
- Tell administrators in advance about planned maintenance when we can.
A8. Suspension
We may suspend a barangay’s online services for unpaid invoices more than 30 days late, or for serious misuse, after notice where possible. Records are kept while suspended.
A9. Ending the subscription
The barangay may stop at any time by not renewing or by telling us in writing (no refund, see A4). We may end the Service for a barangay with 60 days’ written notice, or sooner for serious breach of these terms. The export and deletion rules in A5 then apply.
Part B. For residents (Terms of Use)
B1. Your account
- Use your real name and correct details, and keep only one account.
- Upload only your own valid ID.
- Keep your password private. You are responsible for what is done with your account.
B2. Your barangay decides
Requests, concerns and appointments are handled by your barangay. It decides whether to approve a request and sets document fees and requirements. Payments (cash or GCash) go to the barangay. eBarangayMo provides the system and does not issue documents.
B3. Not allowed
- False or prank requests and reports, or pretending to be someone else.
- Harassing, threatening or insulting barangay staff or other residents.
- Uploading another person's ID or files without their permission, or anything illegal.
- Trying to get into other people's accounts or data, or to disrupt the Service.
Your barangay or we may suspend an account that breaks these rules, and serious cases may be reported to the authorities.
Part C. For everyone
C1. Availability
We work to keep the Service available, but it may sometimes be interrupted for maintenance or by problems outside our control. When online services are down, barangay services are still available at the barangay hall.
C2. Limitation of liability
To the extent the law allows, we are not liable for indirect or consequential losses, and our total liability to a barangay for any claim is limited to the subscription fees it paid in the 12 months before the claim. Nothing in these terms limits liability that cannot be limited by law.
C3. Changes to these terms
If we change these terms we will update the date above and give notice in the Service. For important changes we will ask you to agree again before you continue.
C4. Governing law
These terms are governed by the laws of the Philippines. Disputes go to the proper courts of Makati City, without prejudice to any other venue the law requires.
